Valance is a professional assassin with suspected ties to Tom Zarek, active around 1 ACH (2000BYR).

He carries a ceramic pistol capable of defeating X-ray scanners, concealed within a specially constructed briefcase lined with X-ray-impervious material. Among his effects is a personal calendar with all scheduled appearances by President Laura Roslin circled, strongly suggesting her as his intended target.

Valance is apprehended when a barroom brawl aboard Cloud 9 knocks his briefcase to the floor, spilling the weapon. Captain Lee Adama and Lieutenant Kara Thrace conduct a coercive interrogation but extract no actionable intelligence. Fleet leadership hopes his capture will implicate Zarek sufficiently to disqualify him from the Vice Presidency of the Colonies.

Valance is subsequently found dead in his cell, killed by an unidentified party who accessed the room through the air ducts. Zarek, when informed, tells Roslin he has no knowledge of who ordered the killing ^{(TRS: "Colonial Day")}.
